Development of an Evaluation Framework for Making Better Use Schemes

The purpose of this study, led by Faber Maunsell, was to develop an evaluation framework for Better Use (BU) schemes.

BU schemes are interventions that lead to more efficient use of the existing transport system. Often these are small-scale, and there is no obligation to evaluate these. There is therefore currently a lack of an evidence base relating to the value and impacts of BU measures and schemes are often not considered fully as part of the process of generating transport options as their impacts and benefits are underestimated. However, BU schemes tend to be highly cost-effective compared with larger investment proposals.
