This project involves the development of a clear and realistic strategy for the introduction of a more devolved and engaged form of local governance across a county.

The strategy must be underpinned by a common, shared understanding and ownership of the strategy across the political and managerial leadership of the participating districts within the context of an efficient and effective unitary or super top tier model. The project coincides with considerable activity nationally and locally following the publication of the local government white paper.
