Formative evaluation designed to assess:

1. How effectively the projects are contributing to programme aims
2. What common themes are emerging between projects
3. What gaps remain in the work as well as to contribute to: a. raising awareness of the programme; b. stimulate discussion of VRE in the community; c. provide direct support for the embedding of the outputs of the programme in the practices of the community and in actual institutions through close developmental working with the individual projects and sets of projects, and with the programme management.
